The International Olympic Committee has added a clause to host city contracts. Starting in 2022, host cities will pledge to adhere to Principle 6 of the Olympic charter, which states:
Any form of discrimination with regard to a country or a person on grounds of race, religion, politics, gender or otherwise is incompatible with belonging to the Olympic Movement.
The move was likely in response to widespread criticism of Russia's LGBT and human rights record while hosting the 2014 Winter Olympics in Sochi. In the months leading up to the Sochi Winter Games, pressure increasingly mounted against LGBT people. Russia passed an anti-propaganda law, restricting the ability for LGBT people to gather or advocate for themselves.
Principle 6 currently doesn't include sexual orientation or gender identity, but has sometimes been interpreted to be included in "otherwise." Humans Rights Watch and All Out have urged the IOC to include a nondiscrimination clause in the selection of host cities. Co-founder and executive director of All Out, Andre Banks, called the IOC’s announcement a “significant step in ensuring the protection of both citizens and athletes around the world.”
